WEST CARROLLTON — West Carrollton Police Chief Doug Woodard will retire next month, marking the end of four decades in law enforcement, 37 of which were in the Montgomery County community.

West Carrollton City Council is scheduled to present Woodard with a resolution at its Feb. 25 meeting. His last official day with the department will be March 9.

Woodard, a West Carrollton resident since 1971, started his public safety career in 1985 as a patrol officer in Butler County’s Madison Twp. before joining West Carrollton Police Department in 1988. During his time with WCPD, he rose through the ranks, serving as a K-9 officer, patrol sergeant, training coordinator, special investigations team commander and deputy chief before being appointed interim police chief in 2013, and police chief in 2014.

Mayor Rick Barnhart, Woodard’s predecessor as police chief, said Woodard has been “a steadfast guardian of our community.” “His professionalism, dedication, and unwavering commitment to public safety have made a lasting impact on West Carrollton,’ Barnhart said in a release. “We are deeply grateful for his service and leadership.”

Under Woodard’s guidance, WCPD “has continued to uphold the highest standards of excellence, fostering strong community relationships and prioritizing safety for all residents,” the city said in the release.

“Doug’s leadership and decades of service leave a legacy that will be felt for years to come,” City Manager Amber Holloway said in the statement. “He has built a department that reflects his dedication and values, and we sincerely thank him for his contributions to our city.”

Deputy Chief David Wessling is set to assume the role of interim chief of police on March 10. West Carrollton said it will conduct a formal search for its next chief of police.

Woodard said he has always been passionate about showing a leadership style that reflects serving others and building a “positive organizational culture” where people and teams feel valued.

“I leave the West Carrollton Police Department knowing it has become one of the most accomplished and professional law enforcement agencies in the area,” he said in the release. “I am extremely grateful to city leadership and city council for providing me with this opportunity and entrusting me with the leadership of the police department over these last 12 years.”
